Abstract: 

1. INTRODUCTION: CONSIDERING Environmental ISSUES ALONG OTHER TECHNICAL CONSIDERATIONS HAVE A SIGNIFICANT IMPORTANCE IN DESIGN OF PROJECTS SPECIALLY IN DEVELOPING Plans OF PORTS. CURRENTLY, THE TECHNICAL DESIGN OF STRUCTURES IS ALMOST INDEPENDENT OF Environmental ASSESSMENTS WHICH LEADS TO AN UNDESIRABLE INTERACTION BETWEEN TECHNICAL AND Environmental ISSUES. AS A RESULT, Environmental ASPECTS HAVE A WEAK INFLUENCE ON THE OVERALL DESIGN. Abstract: 

Benefiting from the favorable environment, the compatibility of development with the environment, and the realization of the 50th principle of the constitution are among the most important missions of Iran's Vision Document of 2025 (VD2025). In this way, the evaluation of the five-year Plans of the VD2025 can help fulfill the Environmental missions of the country. The objective of this research is to evaluate the development Plans of VD2025. The required information was extracted from Yale University's Environmental Law and Policy Center and Columbia University's Center for International Geoscience Information Network between 2005 and 2022. To examine the Environmental performance (EP) AHP method was used by summing up 32 indicators, including three sub-criteria of level one climate change with a weight of 0.38, ecosystem restoration with a weight of 0.42, and Environmental health with a weight of 0.2. Also, the distance between the value of each Environmental sub-index in the good and bad goals of each index was examined and presented in three situations: normal, inappropriate, and critical. According to the results, the sixth development plan with a score of 0.363 was ranked first, the fourth development plan was ranked second with a score of 0.341, and the fifth development plan was ranked third with a score of 0.296. Also, the fourth plan ranked first in 5 indicators, the fifth plan in 7 indicators, and the sixth plan in 13 indicators. In general, the sixth development plan has performed better in terms of Environmental protection. Despite the emphasis of Iran's VD2025 on improving the environment, Iran has a worrying situation in most sub-indices of EP, which needs to be taken into consideration in future development Plans.

Abstract: 

Background and Objective: Since the adoption of the Rio Declaration in 1992 the concept of using a collaborative approach in various fields of development and Environmental protection is accepted at the international level. This declaration announces collaborative approach as an important factor in Environmental management and making decision in sustainable development. It makes authorities to apply this approach as much as possible.Method: According to academic and international references and citing the ongoing projects in the world in this field, the intervention mechanisms will be identified and checked. Also the method of applying methods, components and indexes in this approach will be expressed.Findings: The increasing rate of development programs lead to the Environmental, economic and social warnings. In response to issues and crises from them, concepts and approaches were proposed which one of them was transfer development right.Discussion and conclusion: This approach makes the owners voluntarily participate in the preservation lands programs and therefore government shouldn’t pay any money for those programs. This research is tried to explain transfer development right approach and its goals and mechanisms.

Abstract: 

ABSTRACT The attention of contemporary planners to Environmental factors and increasing awareness and communication of man with his surrounding environment has increased the layers and defining factors of design and planning concepts. In such a way, a common problem with the issue of Environmental capabilities to respond was put in front of the planners. The collection of ideas presented in this era was in the form of responsive planning, focusing on the maximum use of Environmental capabilities. The necessity of the emergence of a comprehensive discourse to overcome the plurality of factors, definitions and design methods in the Environmental fields has been given less attention. Based on this, the current research aims to organize the leading theories in this field in a targeted manner and seeks to improve them based on their synergy. The structural question of this research is the meanings, examples and meaningful contexts of flexibility in various aspects and scales of urban planning. The research method used is qualitative thematic analysis with the help of artificial intelligence in MAXQDA software in a 6-step processing process. The important application of this research is to structure the minds of the planners of this field to reduce the scattered and interdisciplinary problems of the resources. The results of this research revealed dimensions such as identification and recognizability, diversity and changeability, adaptability and expandability, distribution, separation and continuity, organization and compatibility in the field of flexibility and related to the corresponding parts in urban planning   Extended Abstract Introduction Responsiveness-based design and planning emphasizing the maximum use of Environmental capacities to meet users' needs implicitly cause a targeted improvement of Environmental quality. As the Environmental awareness of contemporary man has expanded and the platforms have become more diverse, many challenges are raised in the field of environment-oriented in the field of infrastructure quality and service provision. Urban developments and new developments in cities should be interpreted with integrated conceptualization. The conceptualization of interpretive flexibility in the planning and designing of public spaces in the city is used as an interdisciplinary perspective in urban space design to open and discuss its connection and potential as an approach to strengthening social cohesion and inclusion. The general definition of flexibility is that it can create places with new forms of meaning and be used for different groups to strengthen its coherence and multidisciplinary inclusion in terms of design and planning of space and body. On this basis, the concept of flexibility is proposed as a principle in the context of design and planning due to its wide range of effects on background phenomena. The history of such a role can be seen in the diversity of users' needs. In such a way, it is impossible to express the specific time and area of the need to pay attention to this concept. This is in line with Oldenburg's theory of "social public spaces," in which being in public space, communicating with people and the environment through observing the streets, sidewalks, squares, and parks of the city is a necessary step for people as a part of their social life. The meaningfulness of the design of the artificial environment was considered. In any case, in the contemporary era, on the one hand, at the same time as the quantitative and qualitative increase of human Environmental awareness, there is no longer any phenomenon in the eyes of contemporary man arising from a unique aspect and range of factors. On the other hand, his life needs in the individual and collective dimensions have seen a high diversity, which has led to the formation of multiple semantic domains of past flexibility. The meaning of flexibility in such an interdisciplinary platform and basic design refers to the concept of understanding and responding quickly and efficiently to Environmental changes. Such a holistic definition for this broad field of Environmental design means the implicit acceptance of the role of scale in the meaningful domain of these concepts. On a macro scale, it means making design options to increase the presence, participation, and power of choices of users of the environment in participatory urban planning and design methods, and on a small scale, it means making design options to increase spatial quality and, as a result, the quality of activities. The daily activities of Environmental users are through selection against the "dominant space." Flexibility at different scales is crucial for dimensional optimization, shaping, and structuring spatial features, leading to improved performance of space components and spaces. The development of the concept of "flexibility" from various studies in metropolitan to micro scales, such as interior architecture, allows it to pass the discourse of responsiveness to provide a broad approach to Environmental design in which different values, interests, and priorities are prioritized. As a result, the issue of flexibility in Environmental design has been raised as a multi-dimensional field in the design and planning of the basic environment. The breadth and complexity of this concept have made the researchers of this field deal with it in one or more ways, and it has been avoided to provide a comprehensive framework about the nature and structuring processes. The current research presents a structured view of flexibility in architecture and urban planning with an Environmental approach.   Methodology The methodology to achieve this goal is to use the macro research method and achieve a comprehensive framework by combining categorized interpretations. In such a way that by sorting and categorizing these concepts and bases in a new way, he has found a new level of theoretical findings, which will be a suitable answer for the gaps in scientific knowledge and scientific methods created in this field. In this context, the research method "thematic analysis" has been used with a qualitative approach and the use of library resources. Also, to overcome the breadth and complexity of these concepts and the multi-layer networking of concepts in this research method, artificial intelligence has been used in MAXQDA research assistance software.   Results and discussion In the meantime, attention should also be paid to the fields of influence and application of the results of this research because designers refer to flexibility as the creator of Environmental qualities, including dynamism. Also, since flexibility, along with the principles of readability and adaptability, affect the lifestyle and behavioral patterns of the audience of Environmental design in architecture and urban planning, it will also be effective in dealing with the challenge of complexity in Environmental design factors. One of the key questions for achieving research goals on this issue is how flexibility in Environmental design impacts the relationship between flexibility and scale.   Conclusion The most important finding of this research suggests that first, it requires a focus on the conditions under which the processes of perceiving human abilities and discovering the needs of the human audience can manifest. The theoretical framework arises from a comparative approach between design disciplines. These conditions are independent of the final state of the design product, and strengthening the Environmental capacities will lead to a direction and an area that includes Environmental flexibility. By responding to new situations, the construction of the space and the body within a space building can be adapted to various configurations. Even though the environment may remain constant, the designed place will continue functioning as a strong living system over time.  It also seems that the nature of issues related to flexibility has complexity. Considering that the quality of flexibility in urban planning and architecture is significant in multilevel and multifaceted scales from micro to macro, it is important to pay attention to the scale of different variables. Abstract: 

ABSTRACT Over the past 50 years since the first research in the field of urban development implementation Plans, there has been a noticeable absence of a comprehensive literature review on this topic in the global arena. This article provides a textual analysis related to the subject of urban development implementation Plans, to identify important and recurring themes alongside analyzing the relationships between authors, journals, and countries in this field. Along with the bibliographic analysis, documents related to the field of urban development implementation Plans were reviewed to identify influential indicators in their implementation. To this end, 456 scientific articles were extracted from the Scopus scientific database as of October 28th, 2022, and analyzed using scientometric software. These analyses include examining author keywords, country co-authorships, journal bibliographic coupling, and author co-citations. In this study, 74 final indicators were identified as the most recurrent indicators in this field. The bibliographic analysis also produced several noteworthy results. The United States is the most active country in this field, with a link strength of 40 and 176 articles. Berke, P. is the most influential author in this field, with a link strength of 1623 and 99 citations. Among the journals examined, "Land Use Policy" has the highest bibliographic coupling strength of 84, and the "Journal of the American Planning Association" has the highest number of documents related to this field, with 22 documents; finally, among the identified. Extended Abstract Introduction The implementation of urban development projects has been a neglected topic in public policy research, despite its critical importance in ensuring the success of such projects. While there have been numerous studies on the factors that contribute to the success or failure of policy implementation, there has been a lack of systematic reviews on the subject of implementation as a whole. This study aims to address this gap in knowledge by providing a comprehensive overview of the implementation process of urban development projects. This study aims to address this gap in knowledge by providing a comprehensive overview of the implementation process of urban development projects. The study begins by collecting and categorizing existing research in the field, focusing on three main questions: -What are the key indicators for successful implementation? -What are urban journals and articles' current trends and performance? -How do countries and researchers collaborate in this area? The study also examines the relationships between authors, publishers, and different types of documents through bibliographic analysis. Ultimately, this study highlights the need for further research and a more structured approach to understanding the implementation process of urban development projects.   Methodology This study examined the literature related to implementation and evaluation Plans in urban and land use planning. The authors used the Scopus database to extract and collect data, focusing on combining the keywords "implementation-plan" and "evaluation-plan" in the keywords, abstracts, and titles. Initially, 621 studies were extracted, but 456 articles were selected as the final database after filtering out non-article documents. The authors observed a general upward trend for studies from 1968 to 2022, with a significant increase in the slope of the trend from 2007. However, a slight decrease in studies was observed in 2021 and 2022, possibly due to the global pandemic and the emergence of new related topics. The authors used a four-stage process to analyze the bibliographic subject of the study, including simultaneous occurrence analysis, co-authorship analysis, bibliographic coupling analysis, co-citation analysis, content analysis, and thematic analysis. The authors identified the selected articles' research objectives, methodologies, findings, and main themes and sub-themes. Overall, this study provides a comprehensive analysis of the literature on implementation and evaluation Plans in urban and land use planning.   Results and discussion This research aims to comprehensively analyze the implementation and execution of urban development Plans using bibliometrics and systematic analysis. The study considers evaluation as a crucial part of the implementation process and seeks to answer three fundamental questions. Firstly, it identifies effective indicators of implementation and execution globally. Secondly, it examines the trends and performances of new articles and urban journals. Thirdly, it investigates the pattern of cooperation among countries and researchers. The study identifies 74 general indicators that significantly impact the implementation process of urban Plans. The results show that "performance evaluation," "effectiveness," "land use," "zonation," "participation," "program quality," and "implementation program" are critical indicators in this area. The study also highlights the importance of evaluation in the discussion of program implementation and its separability from the implementation process. Using the scientometric software VOSviewer, the study analyzed 68 keywords related to the bibliographic topic. "Program evaluation" obtained the first place, followed by "Program implementation" and "Program quality." The co-authorship analysis based on author items revealed that Berke, P. has the highest number of citations and link strength. Additionally, the study found that 72 countries have research in this field, with 22 countries having at least 5 citations that were clustered into 5 clusters by the software. The "land use policy" journal had the highest link strength, and the "Journal of the American planning association" had the highest number of documents related to this field. In conclusion, the study provides valuable insights for policymakers and researchers interested in urban development planning. It comprehensively examines the implementation and execution of urban development Plans, identifies effective indicators, and investigates the pattern of cooperation among countries and researchers. The study highlights the importance of evaluation in the implementation process and its separability from the implementation process.   Conclusion The main goal of this research was to fill the gap in research on the implementation and execution of urban development projects in the field, as no systematic review of the topic has been conducted from a global perspective since the first research in this field about half a century ago. Only in some studies, such as those by Talen (1996), Oliveira & Pinho (2010), Rudolf & Grădinaru (2017), has the evaluation of implementation been systematically reviewed, or the systematic review of experiences in a specific urban area, such as the review of various experiences in the Beijing urban area (Chu, 2020). In this research, with the comprehensive approach that the evaluation of implementation is an integral part of the overall process of implementing and executing urban development projects, this process has been examined from the perspective of bibliometrics and systematic analysis of this field. The main difference of this research, which makes it completely new, is firstly having a comprehensive approach to the implementation field, where program evaluation is only an important part of its structure, and secondly, using the scientometric software VOSviewer for the first time in this field. In essence, the conclusive outcomes of this investigation were entirely novel and exhibited some partial congruences with antecedent studies in the domain of appraising and discerning indicators. Significantly, this research has conferred a systematic appraisal of the literature concerning the urban implementation and execution of projects, which is an unprecedented contribution. It should be acknowledged that this is an initial survey of data intended to offer a comprehensive outlook on this scholarly field, and thus it is subject to certain limitations, such as its confinement to the Scopus database. As such, it is recommended that future research endeavors encompass an analysis of additional databases and undertake comparative evaluations of the results. Abstract: 

In this study, weather conditions such as air humidity, temperature air, and wind speed were investigated in relation to wind turbine efficiency with the approach of an exergy study. In this study, the wind speed has been investigated in two different climatic regions of Iran with an approximate distance of 1200 km, in the names of Ardabil and Marvast. The amount of wind density of Ardabil is equal to 66 (kW/m2) and Marvast is equal to 123 (kW/m2). Power production using a 10 (Kw) wind turbine in the Ardabil region is 2.3 (MWh) and in the Marvast region is 3.2 (MWh) per year. The highest wind turbine exergy efficiency is 0.48 in the Ardabil region, and the highest exergy efficiency in the Marvast region is 0.18. The amount of reduction of CO2 gas production, using wind turbines in comparison to gas and diesel power plants in Ardabil, are 1.1 and 2.1 tons and in Marvast are 1.5 and 2.9 tons per year. This reduction in CO2 greenhouse gas per year is equal to using a forest region of 1000 (m2) to 3000 (m2). The use of wind turbines reduces the fuel consumption of diesel power plants in the Ardabil region for the amount of 797.4 liters and in the Marvast region for the amount of 1244 liters of diesel per year. According to this review, it can be concluded that in addition to wind speed, air humidity plays a significant role in the selection, installation, and commissioning of wind turbines in the region. According to this survey, it can be seen that in the Ardabil region, the wind speed of the wind turbine has a higher exergy efficiency than in the Marvast region, and it can be concluded that the wind turbine has performed better in the Ardabil region.

Abstract: 

ABSTRACT With the expansion of inefficient tissues, "Urban regeneration" has been objectified as a solution for developing cities in different physical, social and economic dimensions. Despite the development of the guidelines for urban regeneration projects, these projects in Iran still have challenges in the stage of realization and implementation. This article aims to identify the "challenges and causes of non-realization of urban regeneration projects in Iran" and analyse the research conducted in this field with a qualitative approach. For this purpose, a meta-analysis of 23 articles in the field of problems of urban regeneration projects in Iran was carried out. The challenges raised in the AtlasTI software were extracted with the help of open and axial coding. In the following, 100 codes were determined in the form of 10 groups or general categories. In the end, the obstacles to the realization of urban regeneration projects in Iran were given. According to the obtained results, the weak presence of non-governmental organizations, the problems of preparing Plans, institutional and management problems, and the weakness of participation are the four most important and frequent challenges in the research related to the realization of urban regeneration projects in Iran Extended Abstract Introduction The trend of urban population growth and the expansion of inefficient urban fabrics along with the increasing immigrant population to the cities makes the planners think of filling the existing urban fabrics with excessive density and land use change, instead of the city horizontal development with regard to the urban sustainable development prism. Poor housing, low per capita services, lack of necessary infrastructure, low quality of life, economic stagnation and functional inefficiency, unorganized physical-spatial structure, high vulnerability to earthquakes, loss of social status, and various social problems exemplify the typical challenges of such deteriorated areas. Deterioration of the urban fabric has prompted the emergence of various urban development policies among which regeneration as an overarching approach characterized by its economic, social, Environmental, physical, ecological dimensions and components including quality of life, justice, revitalization and participation. This concept, as an urban development policy, has been defined and applied in the vulnerable and deteriorated areas of cities in recent years. Started from physical redevelopment in the Second World War and passing through policies concentrated on social and economic welfare, urban regeneration policies moved towards the participation of local residents and the creation of sustainable places in recent decades. However, taking into consideration the manifestation challenges of urban development Plans, in the existing literature, urban regeneration challenges have been less comprehensively investigated. This paper aims to identify the "challenges and causes of lack of urban regeneration Plans manifestation in Iran" based on the review and analysis of the research conducted in this field with a qualitative approach in response to this question: "What are the challenges and obstacles to the manifestation of urban regeneration projects in Iran?”   Methodology This research aims to identify "challenges and obstacles to the manifestation of urban regeneration projects in Iran" through a meta-analysis of the research conducted in this field. Conducting a systematic search in Magiran, comprehensive humanities portal, and Google Scholar databases using the Boolean logic search used the keyword (challenges) AND key phrases (‘manifestation of Plans’ AND ‘urban regeneration in Iran’) resulted in more than 70 Persian papers, 2 English papers, and 2 English theses. The reviewed studies included research and review papers, case study research, and the special issue of urban regeneration policy of Haft Shahr Journal. The geographical scope of the investigated studies covers the historical contexts of Iran, and metropolises such as Tehran, Tabriz, Shiraz, and Isfahan. Reviewing the abstracts, 23 studies were selected among which the research focusing on the different types of regeneration, and evaluation of urban regeneration indicators were excluded from the research process. To conduct meta-analysis after a comprehensive review of each study, open and focused coding of challenges was done through Atlas.ti software (version 8), and the obstacles to the manifestation of the Plans were extracted. Coding process continued until the saturation was reached. Finally, the 115 codes obtained was reduced to 100 through integrating similar codes. Then, all the codes were categorized into 10 categories, and a comprehensive model of "challenges of manifestation of urban regeneration projects in Iran" was presented.   Results and discussion Based on the conducted review, the recognized problems with emphasis on the different aspects of urban regeneration projects are: 1) Weak presence of non-governmental organizations (18 codes); 2) Problems of preparing Plans (17 codes); 3) Institutional and managerial problems (14 codes); 4) Weakness of participation (13 codes); 5) Duration and financial problems of urban regeneration Plans (10 codes); 6) Problems of urban regeneration Plans process (8 codes); 7) loss of identity of fabrics in the preparation of the plan (6 codes); 8) Lack of context-oriented approach (7 codes); 9) inefficient evaluation of Plans (4 codes); 10) lack of social and specialized training for citizens and officials (3 codes). The lack of endogenous theory and insufficient knowledge of the environment and residents obstacle the manifestation of urban regeneration Plans. Despite pretending the use of non-governmental organizations, the relevant law weaknesses, and the lack of belief in the effectiveness of it has led to disregard of the participation of non-governmental organizations in practice in the process of preparing and implementing development Plans resulting in an inadequate context for manifestation of urban regeneration Plans. In addition, the government supervision on NGO’s in the way of achieving independence has also caused limitations for their interplay. In terms of the issues in the preparation of Plans, more emphasis on the physical and economic dimensions and the purely physical view, and the lack of attention to the social and cultural consequences, along with the loss of the community identity, are the factors of the failure of the Plans to achieve the expected results. The lack of coordination between programs and multiple decision-makers led to the institutional confrontation instead of interaction. In this regard, the necessity of an integrated and comprehensive approach to urban regeneration has been acknowledged in the reviewed studies. NGO’s can play an effective role in communicating with citizens, educating citizens and informing them. It is also necessary to have the participation of the private sector and other organizations involved in the field of urban development in addition to public participation in all steps of preparation, implementation and occupation of projects and development Plans. In the absence of a context-oriented approach in the preparation and implementation of urban regeneration Plans in Iran with blind imitation of western models and the existence of limited urban infrastructure, following consequences are inevitable: uncertainty in terms of time, cost and site preparation before the implementation of the plan; lack of definition of urban regeneration Plans in the different scales, neighborhood, region and city; and the uncertainty of the relationship between these Plans and other urban development Plans. As such in the current inadequate conditions driving the process of preparing Plans, the possibility of implementing new policies and Plans, is low and the implemented Plans like many other urban development Plans in Iran, are inefficient in the absence of the post occupancy evaluation.   Conclusion Based on the results, four priority challenges in the manifestation of urban regeneration Plans in Iran include; the weak presence of non-governmental organizations, the problems of preparing Plans, institutional and managerial issues, and the weakness of participation. "The weak presence of non-governmental organizations" has been mentioned as the first challenge in most reviewed studies (Ahmadifar et al., 2014). Regarding the "participation of citizens" even though in the set of laws and regulations of sustainable urban regeneration, promotion of citizenship culture, participation, and cooperation of local institutions are highlighted, the residents are not welcomed in practice. On the other hand, the lack of people's participation in the preparation and implementation of Plans has made any urban regeneration actions fail or achieve to its partial goals. In this regard, the results of the previous comparative comparisons have shown that the lack of laws and regulations supporting participation in various fields is of the key factors (Nourian and Ariana, 2011, Shafie Dastjerdi and Sadeghi, 2016). The problems of preparing Plans, institutional and managerial issues, ranked as the third and fourth issues in this study, have been emphasized in previous studies as well (Kalantari Khalil Abad et al., Pakro and Sattarzadeh, 2014, Izadi et al., 2019). Abstract: 

Water is one of the most important issues in the world, which plays a significant role in people's lives. Due to progress in all parts of the community, especially advances in socioeconomic, industrial and socioeconomic sectors, as well as the growth of the population, the need for water has increased. A general look at recent experience and global experiences suggests that the limitations of water resources are not due to lack of resources, but because of lack of resource management. In this regard, management of water resources in dry and semi-arid areas such as Sistan, which faces a drought, is very important. Therefore, in this study, using multi-index gray technique, the evaluation and prioritization of water resource development Plans has been addressed with regard to various management aspects. According to the results, based on four economic, social, technical and Environmental approaches, one of the most important findings of the research from the experts' point of view is the reduction of water losses (reduction of evaporation by 50%), irrigation efficiency of 50% in agriculture and reduction of irrigation losses (reduction of evaporation to 30%) are ranked first to third respectively. Water transfer to Zabol lands is also a priority. Also from the farmers' point of view, the most important results of this study are water loss reduction (evaporation reduction of 50%), irrigation efficiency of 50% in agriculture and irrigation efficiency of 70% in agriculture, respectively, in the first to third priority respectively.

Abstract: 

Many Environmental damages results from undesirable behaviors and attitudes. Social marketing is a process that exploits the principles of commercial marketing in order to influence the beliefs and behaviors of target audience. Many of the problems of urban management, especially in the field of the environment have their roots in citizens’ misconceptions. Therefore, it is expected that the organizations related to urban management to eradicate undesirable beliefs and behaviors by implementing mixed social marketing and thereby to prevent the occurrence of many Environmental problems. This research, by presenting a conceptual model explains the effect of the implementation of mixed marketing on Environmental beliefs from the viewpoint of Hamadan municipality. The results showed that by implementing a mixed social marketing by influencing the emotional and operational values people's Environmental beliefs can be affected. In fact, the implementation of the mixed social marketing can lead to preventive measures. With the introduction of emotional and operational value as an effective consequence of the integrated implementation of the mixed social marketing, these factors have been shown to affect the prediction of individuals’ Environmental beliefs.
